Anyone can pay anyone anywhere for anything. However, if you are asking whether an Ohio attorney can prepare a Florida power of attorney or should sign an Ohio one, the answer is probably not. While powers of attorney are relatively uniform throughout the country, there are state-by-state differences. So, an Ohio document may be less useful in Florida, and an Ohio attorney may be unaware of any unusual aspects of Florida law. It is best to go with a Florida attorney.
